The milestone caps a year of work by the City, Hunt, and the full project team, and puts the project on track for a November 14th groundbreaking for the enabling infrastructure as construction documents for the building and gathering lawn are completed. The 8-plus-acre civic campus sits within Shenandoah Development Group’s (SDG) larger 84-acre master development. Authorized by Manor voters through a $90.1 million bond proposition in November 2023, the new civic campus will include a City Hall, Council Chamber, the City’s first Public Library, and a Gathering Lawn for festivals, farmers markets, concerts, and everyday community life.

“Reaching financial close and Notice to Proceed is a milestone Manor has been working toward for a long time. We are grateful to everyone whose hard work and dedication got us here, and we cannot wait to see this new civic home take shape for our community.”

— Scott Moore, City Manager, Manor

“This project shows what a strong public-private partnership can do for a city. Manor set the goals, and our job is to deliver on them. The financing is in place, the team is in place, and we’re excited to get construction started.”

— Rodney Moss, Senior Vice President P3, Hunt Real Estate & Infrastructure

The project team includes Hensel Phelps as design-builder, PGAL as architect of record, Kimley-Horn as civil engineer, and dwg as landscape architect. Lake|Flato served as the master planner and helped define the design standards for the district adopted by the City as part of the approved PUD and Development Agreement with SDG.

The City and project team will continue public engagement through ManorTownCenter.com, community meetings, and regular updates, sharing groundbreaking details as they’re confirmed.
